Pacts

If two tributes are very interested in changing the order of their actions, they can make a pact.

When two tributes make a pact, they basically agree that the one who would normally perform their action first will go after the other. For the pact to be finalized, both must write to the Capitol informing them of it. If a pact is made and the Capitol disavows it, it means the other tribute hasn't fulfilled their part of the bargain.

Pacts are usually used, above all, for things like pushing a teammate to another space to pick up objects, since normally "pick up" comes before "push," or attacking two enemies in a combined way, leaving the lighter hits for the second one. For the latter, let's say you want to punch an enemy and deal 1 energy point, and your teammate wants to shoot them with a bullet that deals 5 energy points. If the enemy's energy is 3 points, your punch will be useless because the bullet would kill them anyway. Therefore, you can agree that "punch" will follow "fire bullet" so that if the bullet kills the first enemy, the punch will target the second.

It's very important to note that combinations like "hit" plus "push" plus any attack easily allow teams of 3 to overcome enemy barriers based on pushing, making them ineffective.

Under no circumstances can you make agreements that don't make sense as a combined strategy between the two tributes involved.

Agreements can be made with multiple tributes in the same turn and cannot be broken unless both parties agree and notify the Capitol.

Under no circumstances can you agree to follow "listen."
